I think this has been done elsewhere but it would be nice to text photos of various problems (a street light that's not working, a pothole, a damaged traffic sign, litter on a dangerous spot on a busy street, etc.) to a catch-all number and the app then routes that to the appropriate government agency to address. Then the app could provide feedback to all users - checking off projects as they are completed (all requests and completions can be marked on Google or Bing maps so all users can see progress). With GPS-capable smartphones, each photo can be automatically geo-tagged to let the repair teams the exact location of the problem, without putting the responsibility on users to specifically tag locations.
Please make apps for more platforms too - especially in the greater Seattle area, Windows phones should be included (not just iPhones, Androids, and Blackberries).
